React Native shares much of the interface code and still needs native work where the device requires it. Neither choice is universally cheaper. Will Novatelia publish the app under its own name?

No. Store listings, accounts, and review are the customer’s. The mobile solution is a build and integration scope, not a packaged Novatelia app.

Does this include the server?

Only when the scope says so. An API or a portal is a separate solution. The app page does not silently include a new system of record.
